If its the plastic bolt holding your toilet seat down...then cut it off with a hacksaw blade

You need to completely remove all residue and put a new one on....
If you are completely stuck until tomorrow, use some plastic based tape, or PTFE even electricians insulation tape may hold it for one night.
Vice Grips or razor blade, but if ya dont know what ya doing, call a plumber or ya may end up with sh*t everwhere.
